Advanced Technical Services
The component full name is “Material Testing and Advanced Technical Services”. The objective of Component was defined as ”Private SME use new and improved material testing and other specialized services (e.g. quality and environmental management)“
The Program Document articulates eight outputs which the component should produce at the end of the Program.
- Output 4.1: The Capacity of IMS, SITES 2 and QUATEST 3 in failure analysis is considerably improved. IMS can analyze simple failures in the production process.
- Output 4.2: Staffs of IMS, SITES II and Quatest 3 are familiarized with life-time assessment and preventive maintenance.
- Output 4.3: Technical capabilities of Vietnamese staffs, particularly those in SITES 2 are strengthened
- Output 4.4: A network of material testing service providers at regional and national level is established. The capacity of IMS in management and service marketing is improved.
- Output 4.5: Private and state-owned enterprises using advanced technical services in material testing to reduce troubles in production process.
- Output 4.6: Quality management, environmental management, certification and accreditation in private sector are strengthened
- Output 4.7: Key staffs of implementing institutions can access to most modern techniques on material testing and failure analyses which are being applied in Germany and neighboring countries and are updated with new knowledge in the field of materials.
- Output 4.8: A synchronized service concept is developed
In the implementation process, to measure the achievement of the outputs, the following indicators have been developed. All of the activities of the Program, operation planning, internal monitoring system, knowledge management, etc. are designed and implemented in order to achieve these outputs and to measure the achievement of these outputs and indicators.
Indicators:
- Each implementing organization offers 2 new market oriented services in a financially sustainable way.
- Income from the sale of new and improved services of the key cooperating organizations increase annually by at least 15 % (estimated, baseline value end of 2004).
- The share of private companies utilizing services of the implementing organizations increases annually by 15 % (estimated on average, from the 2nd to the 4th year).
- The number of companies which have been certified according to an international management system has increased by 50% (in comparison to the baseline by end 2004).
