SME Policy

The component objective was defined as: “Policies and strategies contribute to an enabling business environment”.

The Program Document articulates five outputs which the component should produce at the end of the Program.

  1. Output 1: An Action Programme for the development of the SME sector is formulated, well implemented and continuously improved and updated in its implementation process. In addition, a monitoring and evaluation system for the action plan is constructed and put into operation.
  2. Output 2: The Policy Dialogue at the Central Level is Improved.
  3. Output 3: ASMED and the “Task Force on Enterprise Law Enforcement“ and other relevant agencies are capable in the regular implementation of “ex ante“ Regulatory Impact Assessments.
  4. Output 4: The National Business Information Network (NBIN) is strengthened to meet better the needs for information, primarily in selected provinces.
  5. Output 5: Monitoring of reform implementation at the provincial level.

In the implementation process, to measure the achievement of the outputs, the following indicators have been developed. All of the activities of the Program, operation planning, internal monitoring system, knowledge management, etc. are designed and implemented in order to achieve these outputs and to measure the achievement of these outputs and indicators.

  1. A national Action Programme for SME Promotion is established.
  2. The number of significant activities contained in the Action Programme for SME Promotion which are implemented (according to monitoring reports).
  3. Regular dialogue takes place: the public sector and the private business community discuss relevant legal projects (e.g. Enterprise and Investment Law) within a minimum of five discussion fora.
  4. 50% of proposals and advisory inputs (studies, legal comments) on the Enterprise Law and other reforms are taken into consideration and are reflected accordingly in Government documents and decrees.
  5. The Regulatory Impact Assessment method is used to develop an estimated three SME relevant policy proposals.
